EC GOVERNMENT VISITS MOUNT FRERE AND QUMBU

A call for unity in action for the transformation of the Eastern Cape and South Africa will feature prominently in a week long Exco
Outreach Programme scheduled for the Tsolo, Qumbu and Mount Frere areas from Monday 14 to Friday 18 May 2001.

Eastern Cape Premier, Rev Makhenkesi Stofile, and his entire Executive Council in collaboration with local councillors will meet members of
the public and stakeholders to discuss the programme of the government as outlined in the speeches of the President, Premier and all the
MEC's since the beginning of the year.

In line with government development communication policy framework, the public meetings that will be held will give the people, especially
in the far away areas, an opportunity to interact with their leaders in an unmediated way.

Essentially, the outreach is a listening campaign to encourage people to speak to their leaders instead of being reduced to recipients of
other people's people's views, sometimes purporting to carry their mandate. For example, besides the usual meetings scheduled for the three
districts, communication indabas will be held to ensure an open dialogue between the communities and the Premier and his Executive Council
at the Roman Catholic Church Hall in Mount Frere and Town Hall in Qumbu. Premier Stofile will be accompanied by his entire executive
council, on this crucial visit, which is already a third one this year.

Earlier visits were to King Williams Town, Stutterheim and Keiskammahoek areas in March; Tsitsikama Region in April and the next one is in
June.

Up to November 2001 every month the Exco will spend a week meeting communities and stakeholders to ensure also that they bill their weight
and won efforts of uniting the South African nation behind a transformation programme to ensure that the country becomes a better place for
all to live in.

They are scheduled to meet traditional leaders, local leadership, religious fraternity as well as the ordinary people.

Some development and poverty alleviation projects will be launched during the weeklong visit by the provincial government leadership.

These include:

* A preschool
* LED project launch, Qumbu, 9 farms worth R500 000
* Sod turning for hospital construction in Mount Frere
* Launch of a bridge construction project in Mvenyana Mt Frere
* Project visit and inspection in Qumbu, Village Bank, Guest House, MPCC, M Stofile Training Centre

More details about these projects would be made available to the Media later. In the meantime please find the attached programme for the
Premier and his Executive Council.
